사이버심리전은 전·평시를 구분하지 않고 군(軍)뿐만 아니라 민간 영역도 표적으로 함으로써 우리나라와 사회의 기틀을 이루는 일반 의지를 훼손하는 등 국가안보의 중요한 위협이 되고 있다. 실제로 북한 등 외부 세력에 의한 사이버심리전이 지속 수행되고 있음에도 이른바 ‘정치댓글 사건’ 이후 현재 우리 군의 사이버심리전 조직과 기능은 대폭 축소되어 작전의 공백이 우려되는 상황이다. 이에 본 연구는 심리전 본연의 의미를 살피고 사이버공간의 특성을 더하여 명확한 사이버심리전의 개념을 정의하고자 하였다. 이를 통해 사이버심리전 수행의 근거를 살펴보았고, 특히 민주주의 원리와 법률적 근거 등에 비추어 대내 사이버심리전을 수행하기 위해서는 보다 명확한 작전 수행의 근거와 통제가 필요함을 인식하고 구체적인 방안을 제시하였다.
Abstract
Cyber psychological warfare has become a major threat to national security by not only distinguishing the war and peace, but also targeting the military as well as the private sector, undermining the general will that forms the basis of Korea and society. Indeed, despite the ongoing psychological warfare by external forces such as North Korea, the cybercrime warfare organization and functions of the US military have been greatly reduced after the so-called “political commentary incident”, and there is concern that the operation will be left behind. Therefore, this study tried to define the concept of cyber psychological warfare by examining the meaning of psychological warfare and adding the characteristics of cyber space. Through this, the basis of cyber psychological warfare was examined. Especially, in view of democratic principles and legal grounds, it was necessary to recognize the necessity of clearer operational grounding and control in order to carry out internal cyber psychological warfare.
