본 연구는 여성 수형자의 처우 현황을 살펴봄으로써 이들에 대한 효과적인 교정처우의 정책적 방향을 수립하는데 도움을 주고자 한다. 그 동안 여성 수형자에 대한 교정프로그램이나 정책은 남성 수형자들에 대한 처우프로그램의 연장선에서 이루어졌으며 이들의 교정처우 수요에 맞는 새로운 전략이나 프로그램으로 이어지지 못했다. 이를 위해 여자 교도소 여성 수형자 250명을 대상으로 한 자기기입식 설문조사를 실시하였다. 그 결과를 보면, 먼저 응답자의 80% 이상이 입소 전 자영업을 하고 있거나 고용되어 있었던 것으로 드러났으며 고용되어 있지 않았던 응답자들 중에 구직 중인 사람들도 많은 것으로 나타났고, 또 이들이 대부분 자녀나 다른 가족들을 부양할 책임을 지고 있었던 것으로 나타났다. 여성 수형자들이 현재 당면하고 있는 문제들 중에는 무엇보다 자녀나 가족들과 정기적인 면회를 하기에 교도소까지 거리가 너무 멀다는 점이 장애요인인 것으로 나타났다. 또한 수용시설과 관련하여 좁은 거실의 문제, 난방 및 온수 사용 문제, 의료서비스에 대해 불만족하고 있으며, 직업훈련, 교육, 종교 활동, 상담 등이 매우 필요하다고 응답하였다. 여성 수형자에 대한 효과적인 처우를 위해서 이들의 사회·경제적인 필요를 고려한 직업훈련과 가족관계 강화를 위한 배려 및 프로그램의 실시 등 정책적 다양화를 통해 이들의 사회복귀에 도움을 주는 것이 필요하다는 점을 이 연구는 제시하였다.
Abstract
This study investigates the current state of correctional treatment for female prisoners in Korea and helps explore a new paradigm based on gender-specific approach to rehabilitation and reintegration. Correctional policies and various programs for women offenders in Korea have been so far implemented as a marginal group in the system focused mainly on male prisoners and their treatment. Results from a self-reported survey with 250 female prisoners in a women prison in Korea revealed some significant aspects regarding their sociodemographic characteristics, employment status, responsibilities for child-care, need for substantial income, and so on. In particular, it was found that family visit is hampered by the long geographical distance from their family’s residence to the prison partly because of lack of any other female correctional facilities near their home. Other issues such as prison overcrowding due to the increase in female offenders and the lack of parole releases in recent years were reported while the need for intensive job training, education, and counselling were some of the most preferable and imminent areas that female inmates were in need. Further policy implications of the study were suggested including constructing a new female prison and designating local prison facilities for dedicated rehabilitation programs for female prisoners so that their children and other family members can have an easy access for prison visits, helping eventually for female offenders’ reintegration into society.
