외국의 교정시설 내 엄마 수형자와 아기거주 지원-미국, 영국, 캐나다 사례-

Abstract

UN Convention on Prisoners and Children’s Right require each states to support pregnant women prisoners, their babies and children of incarcerated parents. Currently, including Korea, U.S., U.K and Canada provide support for mother and newborn babies in correctional setting. Although, U.S., U.K., and Canada do not establish systematic data on pregnant women inmates and their new born baby, three countries operate Mother and Baby unit in prison. Based on reviewing these countries’ support, this study provides eight policy implication that can be applied to Korean system. developing clear rules and policies, setting strict requirement for participating in mother and baby unit, conducting regular checkup for assessing mother’s ability to raise a baby, employing colleague inmates as helpers, developing post-release plan for mother and baby, expanding qualification for participating in program to babies in community.
