법과학 표준체계와 규격에 근거한 과학수사 문서감정 연구실의 설계방안

본 연구는 법과학표준화체계(OSAC), 법과학 연구소 표준규격인 ISO 17025 및 미국 법과학연구소 인증 ASCLD/LAB의 요구사항을 검토 하여 실질적 공간디자인 요소를 소개하고 면적산출에 대한 예를 제시하였다. 연구결과, 파괴적인 방법의 정량적 분석과 비파괴적인 방법의 정성적 분석을 포함한 다각적인 문서증거 분석을 위한 실험실의 요건 검토함으로서, 공간과 면적산출의 기초적인 요소를 확인할수 있었다. 그러나 법과학 실험실 설계에 관련된 문헌은 국내에 연구된 바가 없고 영미권의 법과학 지식체계 문헌 또한 매우 제한적으로 공개되어 이를 보완하기 위해 일반 실험실 설계에 연관된 고려사항을 참고 및 준용하였다.
Abstract
This study attempted to investigate the path to standardization of laboratory of forensic document examination in Korea by reviewing the requirements of OSAC and ISO 17025 and ASCLD/LAB standards. As a result of the review it is distinguished from destructive analysis in which the non-destructive analysis is conducted under the equivalent conditions and it includes both physical and chemical forensic laboratory requirements that require multifaceted evidence analysis and examination method connectivity. However research related to forensic document examination laboratory is rare at present and the results of the U.S. forensic science standardization system are very limited so considerations related to general analysis laboratory design were referred to and applied to compensate for deficiencies.
