초록

본 연구는 방범용 CCTV의 계절별 범죄예방효과를 살펴보는 최초의 시도로서, 강원도 춘천시에 있는 6개 장소의 방범용 CCTV 설치 전후 1년간의 범죄 자료를 교차 분석하였다. 본 연구에서는 먼저 방범용 CCTV 설치로 인해 계절별로 범죄예방효과가나타나는지를 살펴보았고, 다음 단계로서 계절 간 범죄예방효과에 차이가 있는지를 비교하였다. 본 연구에서는 크게 3가지 연구결과가 도출되었는데, 이는 첫째 봄과 가을에는 방범용 CCTV의 설치로 상당한 범죄예방효과가 나타난다는 것과, 둘째 여름과 겨울에는 초등학교 주변이라는 설치장소의 특징으로 인해 별다른 범죄예방효과가 나타나지 않는다는 것, 셋째 봄과 가을은 방범용 CCTV의 범죄예방효과에서 별다른 차이가 없다는 것이다. 이러한 연구결과는 학교 인근 방범용 CCTV가 여름과 겨울에는 별다른 범죄예방 효과가 없고 봄과 가을에만 상당한 효과를 나타내므로 향후 학교 인근에서는 계절에 따라 이동식 방범용 CCTV를 사용하는 것이 효과적일 수 있다는 정책적 시사점을 제시한다

Abstract

This paper presents the first research that examined the seasonal crime prevention effects of open-street CCTV in Korea. For this study, crime data from one year prior to and one year after the CCTV installation in six locations in Chucheon in the Gangwon province were analyzed through cross-tab analyses (t-test and Chi-square test). Specifically, the authors investigated how crime prevention effects differed by season after installing the cameras and assessed the degree of differences between seasons. From the analyses, three main results were obtained. First, there were significant crime prevention effects generated by the CCTV installation in spring and fall. On the other hand, there was no noticeable drop in crime rates in summer and winter. This seems to be affected by the fact that these devices were installed in the locations around elementary schools. Moreover, between spring and fall, there were no differences in the level of crime prevention effects. A possible policy implication offered from this study is utilizing moving cameras instead of fixed ones around schools as the open-street CCTV in the study were found to be only effective during the school seasons, spring and fall. Furthermore, a policy to employ moving open-street cameras around school zones in spring and fall and relocating them to another area that can benefit from them more in summer and winter should be considered.
