항만의 레저 항으로의 변화를 살펴보고 특히 기존 항만을 활용한 마리나 건설의 효과를 살펴 본 바, 기존 항만 시설을 이용한 마리나 건설은 비용을 감소시키고 다양한 효용을 시민들에게 주는 등 다양한 이점이 있는 것으로 나타나고 있다. 미국, 일본의 사례를 살펴 본 결과 마리나 개발 초기에는 항만 내 마리나를 조성하고 이용할 수 있는 법제도적 장치의 마련과 공공 예산 지원등과 같은 투자 유인 인센티브들을 통해 항만 내 마리나 개발이 활성화될 수 있게 하였다. 우리나라도 일본과 같이 항만법 등에 명확히 마리나 개발 가능 조항을 삽입하여 각종 마리나 계획이 항만 계획의 일부로서 수용되어 체계적 개발과 각종 지원이 가능토록 하여야 할 것이다. 아울러 마리나가 국민 레저를 위한 사회간접자본이라는 것을 고려하여 개발 시 각종 인센티브를 부여하는 것이 필요하다.
Abstract
In this study, the trend of leisure port development was analysed and the possibility to make a marina in port area was reviewed. A marina made in a port has many benefits such as reducing initial investment and user costs, revitalizing the local economy, improving aesthetic aspects in ports, etc. In the country case studies including USA and Japan, it is ascertained that in the initial stage of marina development, port authority had a major role in the supply of marinas using their budget and port facilities to meet the rising demand. In Korea, as much investment is necessary because of making large breakwaters or jetties to protect marina facilities from frequent typhoons, so port authority must have a similar role in the future to meet increasing demand for marina according to rising income. For this purpose, existing port law or related laws have to be revised to systematically plan, construct and operate a marina within a port system as in Japan. Through this measure, all marina plan in Korea can be implemented in a efficient way and be given various incentives from the port authority to impedite development within existing port areas. This will make marine leisure industry more promising than ever before.
