본 연구는 이용자의 다양한 상황이 철도서비스에 대한 요구사항에 어떤 영향을 미치는지를 집단별로 비교하여 향후 철도운송 증대 차원의 시사점을 도출하고자 하였다. 이를 위해 철도 컨테이너 운송에 대한 이용자들의 요구조건을 조사하고, 이를 철도운송 의존도별, 철도운송 규모별, 의왕-부산 등 지역별로 비교하여 검증하였다. 연구결과, 철도서비스에 대한 이용자들의 요구사항은 처해진 환경과 지역적 여건에 따라 많은 영향을 받는 것으로 나타났다. 철송 의존도(연간 25%이상)가 높은 Container Yard (CY) 업체는 낮은 업체에 비하여 고속철도의 확대 및 철도정보체계의 문제점을 강하게 지적했으며 철도물량이 낮은 업체(연간 4만Twenty-foot Equivalent container Unit [TEU]미만)일수록 고속열차의 확대와 열차운행 빈도의 증편, 열차당 견인화차수의 대폭 확대를 주문했다. 또 수출물량 발송이 주업무인 의왕 지역 업체는 부산지역 업체에 비해 행정절차상의 정확성을 강하게 주문하는 것으로 나타났다.
Abstract
Rail is an increasingly important mode of cargo transport, yet it has not been adequately researched from a managerial standpoint. This paper attempts to rectify that situation through the analysis of the opinions of container yard (CY) operators, the decision-makers who determine the extent rail cargo transport is used in Korea. This research is especially needed as Korea Railroad (KR) recently has been semi-privatized and will have to take a more consumer-oriented approach to meet the business needs of its primary customers. From the survey responses received, the research team was able to divide the CY operators into two groups based on such variables as rail dependency, volume of rail traffic, and location (Busan versus Euiwang in the Seoul area) to demonstrate statistically significant differences of opinion about what improvements those operators seek. The major findings of this research indicated that targeted improvements to rail transport could lead to increasing rail cargo traffic, which would translate into a host of economic and social benefits for Korea.
