본 연구는 국내의 외래생물 관리제도의 문제점을 파악하고 국외 외래종 관리 예방제도를 중심으로 현재 관리제도의 문제점에 대해 개선방안을 찾는 것에 목적을 두었으며 국외사례는 영국, 일본 사례를 참고하였다. 분석 결과, 국내에서는 전담기구 및 부서는 단일화 되어있지 않고 대상 및 발생 장소에 따라 부서가 상이하여 사각지대가 발생한다는 점과 국내의 모니터링 기술은 육안으로 관찰과 같은 방법으로 이루어지고 유입경로에 따른 분류나 조치가 이루어지지 않고 있다는 문제점들이 있었다. 이에 대한 개선방안으로는 외래종 관련 법률제정, 통관분야의 AEO제도처럼 화물 및 선박 주체인 민간기업들에게 미리 체계적인 외래생물 검역절차를 이행하는 주도적인 외래생물 검역인증제 마련, 외래생물의 유입경로를 분석하여 이에 대한 데이터베이스 구축, 국제협력 강화를 제시하였다.
Abstract
This study aims to identify the problems of the Alien Species management system in Korea and to find ways to improve the problems of the current Alien species management system, focusing on the Alien species management prevention system, and to refer to the cases of the United Kingdom and Japan. As a result, there were problems that blind spots occur in Korea due to different departments depending on the target and place of occurrence, and domestic monitoring technology is conducted in the same way as visual observation and no classification or action is taken according to the inflow route. As a way to improve in this study, the government proposed the establishment of a leading Alien species quarantine certification system to implement systematic quarantine procedures for Alien species to private companies, such as the AEO system in the field of customs clearance, the enactment of laws related to Alien species management, and the establishment of a database for Alien species inflow and strengthening international cooperation.
