Abstract

This study aims to develop an AIoT-based integrated safety management system for monitoring access at container terminals, addressing fragmented information flows and insufficient safety management practices while meeting the strengthened legal requirements of the Port Safety Special Act and the Serious Accidents Punishment Act. To develop the system, the existing access control and safety management processes at the Gwangyang Port container terminal were analyzed, and relevant legal and security requirements were reviewed. Based on this analysis, key system functions were derived, including mobile QR-code–based access approval, digital verification of mandatory safety training completion, and GPS-based real-time location tracking and visualization. As a result, prototypes of both a mobile application for visitors and workers and an integrated monitoring system for administrators were successfully designed and implemented. These outcomes demonstrate the establishment of a digitalized, integrated management framework that supports regulatory compliance and enhances rapid response capabilities through real-time monitoring. The findings of this study indicate potential reductions in safety accidents and logistics costs through data-driven operational improvements.
