초록
According to the bank of Korea, counterfeit banknotes have increased significantly since 2000, but there is not a set policy in dealing with counterfeit currency in Korea. the study on counterfeit currencies of the U.S. and the EU will be helpful for Korean policy makers in the future. The U.S. policy against counterfeit currency has a long history, dating back to the Civil War. The Secret Service was created because of the mega flow of counterfeit currency during the Civil War. Any seizure and analysis of counterfeit currency is handled by the Secret Service. The Secret Service also initiates policies against counterfeiting such as creating a data base on counterfeit currency, the Early Warning System (EWS), the public awareness program, and training courses for foreign officers. Concerning the Euro, the European Central Bank is responsible for any information on counterfeit Euro currency, except for criminal crimes. It also enforces a variety of policies against counterfeiting like the Secret Service. Relatively, the counterfeit Won has not been a serious problem because of the low denominations compared to that of the US dollar and the Euro and also due to the limited circulation inside Korea. But the issuing of high denominations, development of printing techniques, and the globalization of the Won may boost counterfeit crime in Korea. To fight counterfeit currency, data bases and EWS have to be introduced to Korea.
