레저세 과세대상 확대 방안에 관한 연구

최근 글로벌 경기 침체 및 부동산 경기 침체로 인해 지방재정 여건이 녹록치 않다. 이러한 이유로 지방자치단체의 세입 확충 노력은 그 어느 때보다 중요하다. 이에 본 연구는 세입 확대와 관련하여 레저세 과세대상을 확대하는 방안을 연구했다. 레저세는 그 명칭과 다르게 사행성 산업에 대한 교정 과세의 특징이 강하다. 한국에서 사행성 산업에 해당되는 업종은 경마, 경정, 경륜, 소싸움, 카지노, 복권, 스포츠진훙투표권 등이 있다. 그런데 이 중에서 경마, 경정, 경륜, 소싸움에 대해서만 레저세를 부과하고 있어 과세 형평성에 문제가 있다. 이에 카지노, 복권, 스포츠진흥투표권에 대한 레저세 과세 대상 확대 타당성을 검토한 결과, 지방세 원칙에도 부합하고 담세력도 지녀 타당한 것으로 나타났다. 본 연구는 레저세 과세대상을 확대함으로써 지방세를 확충할 수 있는 방안을 마련했다는 점에서 의의가 있다.
Abstract
Due to the recent global economic downturn and the real estate slump, local financial conditions are not good. For this reason, efforts by local governments to expand revenues are more important than ever. In relation to this revenue expansion, this study studies ways to expand the taxable objects of leisure tax. Unlike its name, the leisure tax has a strong characteristic of corrective tax(Pigovian tax) on gambling industries. Businesses that fall under the gambling industries in Korea include horse racing, boat racing, bicycle racing, bullfighting, casino, lottery, and sports promotion voting tickets. However, among them, leisure tax is levied only on horse racing, horse racing, bicycle racing, and bullfighting, so there is a problem in taxation equity. Including casinos, lottery, and sports promotion voting tickets in the taxable objects of the leisure tax appears to be reasonable because it satisfies local tax principles and has the ability to pay taxes. So this study is significant in that it has prepared a plan to expand local taxes by expanding the taxation of leisure tax.
