이 연구는 인천시 섬 관광 활성화 여건 진단 지표 개발을 목적으로 하고있다. 섬 관광 활성화 여건 진단은 통합적인 시각에서 섬 지역의 여건과 잠재력을 파악함으로써 섬 관광정책의 합리성과 효과성을 제고하는데 기여할 수 있다. 이 연구에서는 문헌고찰을 통해 섬 관광 활성화 여건 진단 부문을 기초여건, 관광매력, 관광수용태세, 접근성, 지역사회 역량, 관광개발투자환경 등 6개 부문으로 도출하였다. 섬 관광 활성화 여건 진단 지표는섬 관광 활성화 여건을 총체적으로 파악·측정하기 위한 준거이자 척도를의미한다. 이 연구에서는 문헌연구, 전문가 자문회의, 행정기관 관계자 협의를 통해 섬 관광 활성화 여건 진단 예비지표를 개발하였다. 그리고, 델파이 조사 2라운드를 실시하고 예비지표의 적합성을 분석하였다. 최종적으로 개발된 지표는 6개 대분류, 23개 중분류, 71개 세부지표로 구성되었다. 6개 대분류별로는 첫째, 기초여건 부문에 4개 중분류, 10개 세부지표, 둘째, 관광매력 부문에 5개 중분류 22개 세부지표, 셋째, 관광수용태세 부문에 5개 중분류, 15개 세부지표, 넷째, 접근성 부문에 3개 중분류, 6개 세부지표, 다섯째, 지역사회 역량 부문에 3개 중분류, 10개 세부지표, 마지막으로 관광개발 투자환경 부문에 3개 중분류, 8개 세부지표가 개발되었다.
Abstract
The purpose of this study is to develop the indicators for evaluating the conditions of invigorating island tourism in Incheon. Evaluation of the conditions of invigorating island tourism can contribute to improvement of rationality and effectiveness of island tourism policy by comprehending the conditions of the island area and potentiality. This study derived 6 categories of evaluating the conditions of invigorating island tourism which are basic condition, tourist attraction, tourism preparedness, accessibility, community capacity, environment of tourism development investment through literature review. Indicators for evaluating the conditions of invigorating island tourism mean the standard or scale to generally comprehend and measure the conditions to invigorate island tourism. This study developed the preliminary indicators through literature review, expert survey, and consultation with the personnel of administrative agency. Also, this study used delphi method 2 rounds and analyzed suitability of preliminary indicators. The final indicators were composed of 6 categories, 23 sub-categories and 71 indicators. 6 categories included, first, 4 sub-categories and 10 indicators as the basic conditions, second, 5 sub-categories and 22 indicators as the tourist attraction, third, 5 sub-categories and 15 indicators as the tourism preparedness, fourth, 3 sub-categories and 6 indicators as the accessibility, fifth, 3 sub-categories and 10 indicators as the community capacity, and lastly, 3 sub-categories and 8 indicators as the environment of tourism development investment.
