초록

This study develops an ethical framework for generative artificial intelligence (GenAI) tailored to the context of Seoul, a representative local government. Amid the rapid proliferation of generative AI services and associated ethical concerns—such as hallucinations, malicious use, data leakage, copyright infringement, and environmental impacts—this research identifies nine major risk types affecting users, operators, and developers. Drawing on international and domestic guidelines, the study formulates nine core requirements and three fundamental principles: user-centricity, risk prevention, and sustainability. The framework was refined through literature review, analysis of real-world cases, and four rounds of expert focus group interviews. Findings suggest that the proposed framework can serve as a voluntary, non-coercive guideline to promote responsible AI use and governance in local contexts. The study contributes to bridging the gap between general AI ethics and practical, context-specific guidelines, supporting safer and more sustainable adoption of generative AI in urban governance.
