612년 여·수 전쟁과 고구려의 첩보전

612년 여·수 전쟁은 동아시아 국제질서의 재편 과정에서 벌어진 중국 통일 정권인 수와 고구려가 벌인 중요한 일전이었다. 이 전쟁에서 고구려는 전력의 현저한 열세에도 불구하고 대승을 거두었다. 과거 연구는 이 전쟁의 승리 원인에 초점을 두고 적지 않은 성과를 축적했다. 그러나 전쟁에서 가장 필수적인 요소의 하나인 ‘첩보전’의 시각에서 이 전쟁을 분석한 연구는 없었다. 이에 따라 본고는 첩보전의 각도에서 612년 전쟁을 분석했고 그 결과 다음과 같은 결과를 얻을 수 있었다. 첫째, 고구려의 대수 첩보 활동은 수의 건국 이전부터 중원 왕조를 상대로 끊임없이 전개되어 왔고, 수도 예외가 아니었다. 둘째, 수 역시 고구려에 대해 첩보전을 구사하려 했을 가능성이 크다. 셋째, 각 전투에서 고구려는 상황에 맞는 적절한 전략과 전술로 수의 공격을 지연시키거나 예봉을 꺾곤 했는데, 이 역시 첩보를 통한 정보에 따른 것일 가능성이 크다. 넷째, 고구려의 첩보망이 수의 내부 깊숙이 뻗쳐 있었을 가능성도 배제할 수 없다. 다섯째, 살수전투에서 보여준 을지문덕의 용병술은 상대의 허점을 정확하게 파악한 기초 위에서 구사된 대단히 수준 높은 용병술이었다. 전력 면에서 뚜렷한 열세에도 불구하고 고구려가 612년 전쟁을 완벽에 가까운 승리로 이끌 수 있었던 것은 이처럼 첩보전을 통한 정확한 정보와 그에 기초한 적절한 전략·전술에 힘입은 바 크다고 할 수 있다.
Abstract
In 612 Koguryo won landslide victory against Sui in Koguryo- Sui War overcoming its inferiority in military strength. This paper analyses the 612 war focusing on espionage. Summary of my findings are as follows: Firstly, Koguryo’s espionage against Sui had been before Sui dynasty and had continued during the Sui dynasty itself. Secondly, there is a possibility that Sui itself also had tried to find out the political and military secrets of Koguryo by using its spies. Thirdly, in many occasions Koguryo was able to delay or block attacks of Sui through strategy and tactics using circumstances properly. This success is likely due to the information obtained by espionage. Fourth, Koguryo’s spies might be able to penetrate into deep inside of Sui government. Finally, general Euljimoonduk(을지문덕)’s tactics/strategy in ‘Battle of Salsoo(살수전투)’ was possible only on the basis of knowing Sui’s weakness in advance and well. In short Koguryo was able to win the landslide victory against Sui in 612 despite of its inferiorly in military strength. That is mainly because Koguryo overshadowed Sui in terms of strategy and tactics which were based on information through espionage.
