후쿠시마 원전사고와 반핵활동의 양상변화

이 연구는 후쿠시마 원전사고 이후 우리나라 반핵활동의 변화를 분석하고, 이를 바탕으로 정책적 시사점을 제공하는 것을 목적으로 하였다. 분석결과 후쿠시마 원전사고는 그동안 침체기에 접어들었던 우리나라 반핵활동의 새로운 전환점을 제공한 것으로 나타났고, 과거 환경운동가와 원전지역주민을 중심으로 한 반핵활동이 정치인, 지식인, 종교집단 등으로 다변화되고 있는 것으로 나타났다. 또한, 과거 반핵단체들이 주로 참여항의조직을 성향을 나타냈다면 후쿠시마 원전사고 이후에는 공익로비집단, 참여압력집단 등으로 그 성격이 다분화되고 있음을 확인하였다. 이러한 분석결과는 앞으로 우리정부가 과거와 같은 일률적인 대응방식에서 벗어나 다변화된 전략적 대응을 모색해야한다는 시사점을 제공해줄 수 있다.
Abstract
This study seeks to draw policy implications from discussing how the anti-nuclear activities in Korea have changed since the Fukushima nuclear accident, in terms of characteristics, foci (target issues), loci (target areas), types, and networks of Korean anti-nuclear organizations. Three main findings merit attention. First, the Fukushima accident has given a new turning point and impetus toward organizational revitalization to many depressed anti-nuclear activists, whose voices had become weak without such an industrial disaster. Second, the recent Korean anti-nuclear movement has notably shifted from environmentalist- and resident-driven to intellectual-, politician-, and religion-driven activism since the Fukushima accident. Last, diversified strategies include lobby for public interests and participatory pressure beyond participatory protest, which was a traditional approach. Given these findings, government should design systematic strategies aligning to the characteristics and contexts of anti-nuclear activities.
