북한의 국제협상 패턴에 관한 고찰 : 6자회담의 진행경과를 중심으로

본 글은 제2차 북핵 위기 이후 진행되었던 6자회담을 토대로 북한의 국제협상 패턴을 분석하고, 향후 6자회담에서 예상되는 북한의 협상 패턴을 전망해 본 것이다. 과거에 북한의 국제협상 패턴은 매우 위협적이고 폭력적이었다. 그러나 어떤 경우에는 실용성과 합리성을 보여주었다는 점에서 특이한 협상 패턴이라 할 수 있다. 이 같은 협상패턴은 제2차 핵 위기 재발 이후 6자회담과정에서 대부분 재현되었다. 즉, 허세부리기와 위협을 통해 6자회담을 벼랑 끝으로 몰아갔으며, 미국의 대북 중유제공 중단에 대해 맞불 지르기와 정면 돌파로 국면의 반전을 시도하였다. 6자회담에 대한 불만의 표시로 일방적인 회담 불참을 선언하며 3년 이상 회담 참여를 거부하는 등 무행동으로 일관하기도 하였다. 또한 회담이 유리하게 전개되는 상황에서는 수시로 강온 양면전술을 병행하였으며, 회담에서의 명분과 체면을 중시하는 것은 물론, 새로운 요구조건과 카드를 꺼내며 협상력 제고를 시도하였다. 특히 협상력 제고를 위해 협상의제와 상관없는 새로운 카드 꺼내들기와 벼랑 끝으로 몰아가기, 버티기 및 시간 끌기 등의 협상 패턴은 향후 6자회담이 진행되는 과정에서 반복될 것이다.
