This research explores the digital tracing adoption with the PeduliLindungi application to combat the Covid-19 pandemic in Indonesia, factors that affect the digital tracing adoption, and the prospect of the digital divide that might hamper the digital tracing effort. It reviews the literature on the Covid-19 digital tracing adoption and its barriers factors, the digital divide as one of the barriers, the mobile government in the Covid-19 pandemic, and some best practice examples, particularly in the Covid-19 digital tracing context. Examining secondary data from PeduliLindungi application users survey, mobile cellular and mobile broadband datasets, smartphone adoption datasets, and Indonesia’s internet access datasets, this study found that the digital divide is one of the scourges for Indonesia to fight the Covid-19 pandemic through digital tracing since there was a gap between PeduliLindungi application users, gap in smartphone adoption in 2020, gap in internet penetration from 2015-2020, and even consistent divide in the internet usage between genders, age groups, and domiciles from 2015–2019 in Indonesia. This paper offers four recommendations to make social support movement, distribute affordable smartphones with basic internet packages, provide official training, and provide a task force to overcome the digital divide in the PeduliLindungi project based on successive phases by Van Dijk in 2017. Findings and recommendations from this study are expectedly not only beneficial for the current pandemic situation but also to make a better digital tracing effort with a mobile government approach in the future pandemic.
