조선조 입양정책의 사회복지적 적합성에 관한 연구

입양정책은 사회를 위한 장치로써 아동의 양육을 통해서 온전한 부모상과 성숙된 자아상을 발견하고 행복을 누리게 된다. 참된 부모역할, 진정한 가정의 행복은 자녀들을 통해서 성취된다고 할 수 있다. 이러한 입양과 관련한 최초의 규정은 순전히 아동복지 차원에서 정조가 1783년에 제정한 자휼전칙으로 유기아, 부랑걸식아의 보호, 입양의 남용을 방지하기 위해 만들어졌으며 오늘날의 입양정책에도 여전히 그 영향을 끼치고 있어 주목할 필요가 있다. 따라서 아동들이 건강하게 성장할 수 있도록 환경을 조성하는 것은 국가와 사회의 의무라고 할 수 있다. 특히 아동들이 다음 세대의 사회구성원임에 비추어보면 아동복지는 사회발전을 위한 기초로써 더욱 중요성을 지닌다.
Abstract
The adoption policy is an apparatus for society and through parenting, people discover sound parental representation and matter, self-representations and enjoy happiness. It can be said that true parental roles and true family happiness are achieved through children. The first regulation related to adoption was Jahyuljeonchik which was enacted by king Jeongjo in 1783, purely for the welfare of children to protect neglected and beggar children and society to prevent abuse of adoption and it is worth nothing that it still has an impact on the today’s adoption policy. Therefor, it can be said that it is the duty of the state and society to create an environment in which children can grow up healthy and well. In particular, considering that children are members of the next generation of society, child welfare becomes more important as a basis for social development.
