순직·공상경찰관의 보상제도에 관한 연구

Abstract

Korean police is now faced with increasing crime in the middle of continual changes and challenges. In the 21st century when we live in globalization, informationalization, diversification and multi-culture, civil desire for security is growing. Therefore, the range of police duty and activity is getting broader. Police exists essentially to protect the life and property of the people and to maintain the peace and order of the public society. For those reasons above, the police are being driven to the threat of crime being extremely busy with hard work. Especially since the beginning of 90's, after the civilian government and the national government, human rights of the people has been improved, while governmental authority has been even weakened. Recently we can see some instances that police officers end up with assault or death by the intoxicated or the criminal in the course of their duty. Related to this, since police officers have been exposed to dangerous duties, deaths from overwork and injuries from related accidents have been continuously increasing. Poliice officers who died on duty were 27 in 2003, 23 in 2005, and 16 in 2007. On the other hand, police cfficers who were injured on duty were 896 in 2003, but they were 1088 in 2004, which is over 1000. The numbers increased up to 1,413 in 2007. They reached 883 in August 2008, which tells the seriousness of the situation. This Reaserch presents the plans for improvement: first, the improvement of work program; second, the reinforcement of defensive tactics program; third, the improvement of unprotection measure for the intoxicated; fourth, the enhancement of workforce; fifth, the installation of police hospital's local branches; sixth, the establishment of the Hall of Fame for the police officers who died on their duty; seventh, the job provision for the bereaved family.
