12월 17일 김정일의 사망으로 인하여 후계체제가 미완성인 상태에서 권력을 이양받은 김정은의 북한체제는 불확실성이 매우 높은 상황이며 그만큼 통일한국에 대한 기대가 높아지고 있는 것 또한 사실이다. 김정일의 사망에 따른 북한의 다양한 위기발생 가능성에 대하여 다각적인 방향을 분석하고 분석된 각 상황에 따른 대응방안을 심도 있게 연구하고 준비하는 것은 국가정책 중 매우 중요한 부분이라 할 수 있다. 따라서 이 연구는 북한의 정치‧경제적 요인으로 말미암아 예고 없이 통일이 올 수 있는 개연성이 높아짐에 따라 통일이 되는 시점은 사회적으로 혼란이 극에 달할 수 있는 가능성을 충분히 예상할 수 있다는 점에서 경찰부분에서 예상되는 혼란을 통제할 수 있도록 준비하는 것에 우선적인 목적이 있다. 그 연구방향은 흡수통일의 상황을 가정한 통일시대를 가정하고, 남한경찰과 북한경찰의 통합을 전제로 하여 북한지역의 경찰조직설계를 위하여 통일시점을 기준으로 통일전, 과도기, 통일경찰의 완성과 구체적인 설계 추진체계를 제시하고자 하는데 그 의의를 둔다. 설계의 영향요인으로는 환경, 규모, 전략과 기술을 들었으며, 각 단계별로 이 네 요인을 중심으로 설계의 방향을 제시하고자 하였고, 추진체계는 남한의 지방경찰청과 북한의 지방청과 연계를 가지고 지방청별로 해당 연계된 북한지방청의 조직설계를 추진할 것을 제안하였다.
Abstract

Analyzing the direction which is a versatility about the crisis occurrence possibility which North Korea which from this point of view follows in death of Kim Jong Il is various and researching in national policy very the great part is a possibility of doing. This Study on the came from consequently with politics of North Korea and the economic factor advance notice the loach tried to observe a focus in the probability which is the possibility the unity coming without. Also, the possibility which is the possibility socially of accomplishing to the confused this pole from the point of view where the unity becomes about under forecasting tried to observe the control role of police in the center. The Study on the direction assumes the unifying time which assumes the situation of absorption unity, integration of South Korea police and North Korea police for the police organization design of the North Korea area at prerequisite the questionable matter in standard unifying point of view before unifying, with completion of transition period and unifying police the plan propulsion system which is concrete under presenting boil puts. Listened an environment, a size, a strategy and a technique with the effect VIP of plan, at each phase by direction of plan under presenting boil these four kind in the center. The propulsion system which follows hereupon had region National Police Office of South Korea and the local office and a connection of North Korea will propel the organization design of the North Korea local office which has become corresponding connection at the local office by the fact that.
