"인성교육" 정책과 담론에 대한 비판적 논의:최근 10년 간의 경향을 중심으로

교육은 그 자체로 인성을 함양하는 일이다. 학생의 인성을 기르는 일은 교육이 원래부터 담당해 온 일이다. 인성 함양은 교육이론가들이 가장 오랫동안 연구해 온 주제라고 말해도 과언이 아니다. 그런데 2015년에 ｢인성교육진흥법｣이라는 법률이 제정되고 지난 십 년 가까이 그 법률에 따라 이른바 ‘인성교육’을 위한 정책들이 시행되어 오고 있다. 이 논문은 그간에 교육부(청) 주도로 실시되어 온 ‘인성교육’을 학교교육의 내적 의미에 비추어 비판적으로 고찰하기 위해 쓰였다. 연구자는 우선 ‘인성교육’ 관련 정책들은 기본적으로 학교교육과의 개념적 관련을 토대로 추진되어야 한다는 점을 포괄적으로 지적한 뒤에, 이 점에 비추어 ‘인성’과 ‘인성교육’을 재개념화할 것을 주장한다. 그것은 첫째, 인성교육의 의미는 교육 자체의 성격을 근거로 접근해야 하며 ‘인성’의 의미는 특정 교과에서 기를 수 있는 것이 아닌 포괄적인 인간 특성으로 규정되어야 한다는 점, 그리고 둘째, 인성교육 관련 정책들은 교사에 대한 예우, 교사의 전문성에 대한 신뢰를 바탕으로 해야 한다는 점 등으로 이루어진다. 또한 연구자는 인성은 교과지식이 추구하는 바 바로 그것을 가리키며, 따라서 인성교육 프로그램이란 학교교육과정 이외의 다른 것이 아니라는 점과 함께, 가장 중요하게는 ‘인성’과 ‘인성교육’의 의미는 교육의 본질적 의미로부터 연역되어야 한다는 점을 주장한다.
Abstract
Education is in itself a public project to develop humanity. Making students into humans is the primary task of education, and developing humanity is one of the oldest topics that educational theorists have investigated. Considering such fact, it would be rather incomprehensible to see that the task should be fulfilled by legislation, namely by enforcement of a law. Nevertheless, in 2015 a law intended to promote "humanity education" was enacted and related government policies have been implemented since then. This paper critically investigates "humanity education", its concept and practices from the perspective of the intrinsic meanings of education. The author points out that humanity education policies and practices should be based on the conceptual relationship with school education itself, and claims that humanity and its education should be reconceptualized from this perspective. The author emphasizes that humanity is hardly any more than the ideals already contained in our school curricula, and that humanity education is hardly any more than our everyday educational practices. Therefore the key to solving the problems with which we are confronted with is how we fulfil our given task in its essential sense.
