대안적 경제체제의 모색을 위한 제도경제론적 검토 -시장담론을 중심으로

초록

이 글은 제도경제학의 성과와 논점에 입각해서 국가와 시장의 대당(對當)과 관련된 쟁점 들을 살펴보고 이로부터 새로운 대안적 경제체제 논의에 대한 함의를 도출하는 것을 목적으로 한다. 이 달에서는 특히 현실의 시장경쟁력이라 일컬어지는 시장 효율성의 근거(유무)와 내용을 살펴보는 데 초점을 맞춘다. 이는 한마디로 효율성과 관련되는 시장의 핵심기능이 과연 무엇인가의 문제이다. 필자는 신고전파경제학과 마르크스 경제학을 양극단으로 하는 경제이론 스펙트럼의 넓은 중간지대를 이루는 제도경제학의 영역에서 과연 '시장'은 어떻게 이해되고 '시장효율성' 혹은 '시장 비효율성'은 또 어떻게 설명되는지 검토할 것이다. 먼저 시장의 층위를 구분한 다음 시장-국가의 대당(對當) 속에서 나타나는 좌, 우파 경제 학내에서의 시장과 국가에 대한 이해와 문제점들을 제시한다. 이를 통해 '제도로서의 시장' 이라는 관점의 필요성과 유효성을 확인할 것이다. 다음으로는 '제도로서의 시장' 논의의 구체적 내용을 검토한다. 특히 시장의 기능과 역할을 둘러싼 신제도주의 경제학의 성과와 한 계에 논의의 초점이 맞추어 질 것이다. 이어서 비판적 제도주의 경제학의 관점에서 시장기 능과 시장효율성에 대해 재검토하면서 경제체제의 효율성 조건에 대해서 살펴본다. 마지막 으로는 다양한 대안제제의 조건에 대해 다룬다. 이미 언급한대로 그 핵심은 거버넌스 구조 이다. 특히 "시장이 대안이 아닌 것과 마찬가지로 국가도 대안이 아니다"라는 명제를 적극 적으로 수용해서 국가와 시장 사이에서의 대안모색이 갖는 의미를 확인한다.

Abstract

This paper examines the issues regarding the opposition between the stare and market based on recent achievement of Institutional Economics. The goal of this paper is to elicit the implications for the designing the new economic system for the society. Especially this paper criticizes the overly simplistic view of 'market efficiency', We raise a critical questions towards the neo-classical explanations of market efficiency. Then we provide the alternative perspective, namely, 'market as a institution' perspective We also examine the conditions and the governance structure of the alternative economic system In conclusion, we pose the argument that the not only the market but also the state in itself is not the answer for the Alternative economic system as the historical experiments showed for the last 20th century and that we should find the way between the market and state.
