Abstract
Flexible work arrangements have become widespread since the COVID-19 pandemic, but their use has not reached the level of common practice. This study analyzes the impact of organizational culture on male and female managers’ perceptions of the ease of using flexible work arrangements. Using the 2020 panel data of female managers from the Korea Women’s Policy Research Institute, the study analyzed the use of flextime and teleworking. The study found that an organizational culture that emphasizes long hours had a negative impact on the use of flexible work. On the other hand, positive perceptions of the CEO about gender equality and work-life balance promoted flexible work arrangements among managers. In particular, the CEO’s perception of gender equality significantly increased the use of flexible work arrangements by male managers. This suggests that CEO perceptions of gender equality have positive benefits for male managers as well as female managers. Inefficient work styles and a top-down communication culture limited the autonomous use of flexible work arrangements and had a greater negative impact on female managers. In conclusion, organizational culture and work style changes are essential for the successful adoption and utilization of flexible work arrangements.
