Abstract

German welfare regime relied upon skilled man labor' labor-relation(what is called 'Normalarbbeitsverhältnis'). therefore it had a problem to be solved that should secure the harmony efficiency and equality through expanding the spirit of solidarity and inclusion to every citizen. But globalisation seems to be charged a dilemma, to german welfare regime, far from solving the problem, because it not only destabilizes the stable labor-relation bot also contracts the possibility of the modern equalitarianism that is derived from women's employment desire and Individualism in order to effiency. And if stable labor-relation is the motive power of German economic development, I doubt very much whether globalisation will secure the efficiency of the german economy, for the destabilized labor-relation might bring about inefficiency in the german economy. Nevertheless german welfare regime cannot return to past('Normalarbbeitsverhältnis'). judge from the existing state of things, it is difficult for the german welfare regime to preserve the Normalarbbeitsverhältnis because of individualism and women's employment desire, but if it insists on Normalarbbeitsverhältnis, it gives up the modern equalitarianism.
