참여정부의 사회형평적 인재등용정책: 성공요인과 정책적 함의

초록

본 논문은 지난 참여정부의 가장 특징적인 인사개혁의 하나라고 할 수 있는 사회형평적 인재등용 정책의 성과, 성공요인, 향후 과제 등을 재조명하는 데 그 목적을 둔다. 참여정부 사회형평적 인재등용 정책의 성공요인과 향후 과제에 관한 본 연구에서의 기술과 논의는 정부 관련 자료와 해당 정책에 참여하였던 정부 내외의 전문가들에 대한 면담조사에 토대를 두고 있다. 본 연구는 현 이명박 정부의 앞으로의 균형인사 정책 추진에 적지 않은 시사점을 제공할 것으로 기대된다.

Abstract

This papers reviews social equity-based recruitment policy of civil servants under the Participatory Government. The main emphases in the discussion are placed on the successful results of the policy, the important elements contributing to such results, and the problems that should be resolved in the future. The review is based on both the relevant government documents and interviews conducted to several experts who participated directly or indirectly in pursuing the policy. This paper could have some practical implications for the similar policy efforts of current Lee Myong-Bak Govrnment.
