지역방송의 뉴스양식 및 보도 시스템에 관한 연구:광주지역 지상파 TV 방송뉴스를 중심으로

본 연구는 지역방송 뉴스의 전반적인 특징과 문제점을 파악하고 지역방송 뉴스의 발전을 위한 제언을 하고자 하였다. 연구결과, 지역방송의 뉴스는 아이템 수 및 길이에 있어 방송국간 차이가 분명하였다. 그러나 대안의 제시나 기획취재는 거의 없었으며 각 사별 뉴스의 중복성도 약한 것으로 나타났다. 또한 보도형식이 단순하고 앵커 및 기자의 성별편중도 심했으며, 사회관련 뉴스가 대부분을 차지하고 있었다. 심층인터뷰를 토대로 한 지역방송 뉴스 시스템의 문제점은 인력부족 및 업무부담과 같은 인력구조의 문제, 간소한 편집회의, 기사 아이템 수 부족에 따른 뉴스 검증 미비, 뉴스 가치와 보도윤리 문제 및 앵커시스템의 문제 등으로 나타났다. 따라서 지역방송 뉴스의 발전을 위해서는 첫째, 뉴스콘텐츠의 품질을 높이기 위해 기자인력을 확충하는 것이 가장 시급하다. 둘째, 뉴스 아이템의 수를 줄이고 개별 기사의 길이를 늘려야 한다. 아이템의 수를 줄이는 대신 개별 기사의 길이를 늘임으로써 심층보도를 유도하여 알찬 정보를 제공해줄 수 있게 될 것이다. 셋째, 뉴스 제공자로서 신뢰감과 안정감을 줄 수 있도록 앵커제도를 개선해야 한다. 넷째, 지역의제를 설정할 수 있는 분석적 뉴스를 개발과 다섯째, 전문가 풀의 활용이 필요하다. 이를 통해 지역방송 뉴스가 신뢰성을 회복하고 다양성과 심층성을 실현시킬 수 있을 것이다.
Abstract
The goal of this study is to examine the characteristics and problems of news in local terrestrial broadcasting channels and to suggest some practical guidelines for promoting them. The results of this study are as follows. The study showed three local broadcasting channels were exactly different in terms of news item and length. Local broadcasting news just provided straight reports, not but an alternative or in-depth one. And it was also showed that there were no agenda corresponding among them during a week's analysis. Especially, all of the tested news items showed simple report form, the imbalance of gender ratio between anchors or reporters and the excessive accident or incident-oriented news. According to in-depth interview with five local television reporters, included in the problems of local broadcasting news are manpower shortage, faithless editorial meeting, the lack of news items, ambiguous news value in news selection, inadequate reporter's sense of ethics, imperfect anchor system and so on. For the development of local broadcasting news, first of all, more news reporters need supplementing. Second, the length of each news item has to be increased instead of the number of news items. Third, anchor system needs to be reformed for the credibility and stability suitable to news offerer.
