잊혀질 권리에 대한 언론 보도 분석: 한국과 미국, 영국의 보도 프레임을 중심으로

최근 주목받고 있는 잊혀질 권리에 대한 논의는 미국과 유럽, 한국에서 상이하게 진행되고 있으며 사회적 합의가 부족한 실정이다. 새로운 사안이 등장하면 국민들은 보도를 통해 사안을 이해하고 의견을 형성한다. 따라서 본 연구는 사회적 합의 마련을 위해 보도가 나아가야 할 방향에 대한 시사점을 제공하고자 잊혀질 권리에 대한 보도 프레임을 국가와 논의발달과정에 따라 분석하였다. 그 결과 내용적 프레임과 기사의 논조는 국가와 논의 발달 과정 모두에 따라 유의미하게 달라졌다. 한국은 다소 단순하고 기술적인 프레임이 다수를 차지했고, 미국은 영국보다 갈등적 프레임, 부정적 논조의 비율이 높았다. 국가별로 분할하여 살펴본 결과, 세 국가 모두에서 논의 발달 과정에 따라 형식적 프레임이 유의미하게 달라졌다. 논의가 진행될수록 한국은 주제적 프레임이, 미국과 영국은 일화적 프레임이 증가하였다. 한국의 잊혀질 권리에 대한 보도의 피상성과 지속성 부재를 보완하면 국민의 이해도 향상 및 사회적 합의 마련에 기여할 수 있을 것으로 판단된다.
Abstract
The right to be forgotten is drawing attention due to the development of internet and social media. But discussions on the right to be forgotten are held differently in US, Europe, and Korea. Especially in Korea, public consensus on the issue has not been built. When it lacks understanding and consensus, news coverage on the issue plays an important role in the society. So this study examined how countries and stages of the issue affected media frames. The results showed significant difference in frames related to content and tone of the news coverage according to the countries and stages of the right to be forgotten. When examined separately by the countries, frames related to formats changed by the stages of the issue in all countries. Regarding the frames related to content, only Korea showed significant difference according to the stages of the issue. In Korea and US, significant difference was found in tones of the news coverage according to the stages. To sum up, all of the countries were using frames and tones that fit their own position. But news coverage of Korea were found to be superficial and simple.
