[Abstract] A Study of Employment guarantee and deregulation Seung-Gil Lee* Rapid changes in political, economic and social environments have led to a debate over whether to ease the existing legal system that restricts individual and corporate choices. This debate, however, has often proved fruitless, merely exposing conflicting values of individuals and corporations. For instance, discussions of markets are usually about competition, and consumers' and workers' choices.Equally important, though, is diversity of individuals and corporations. Also, when deregulating laws and regulations, attention is given to the changes in the political, economic and social factors that produced those law and regulations.Public perception of such changes is also crucial. This paper seeks to shed light on various factors underlying law and economics in terms of employment guarantee. It also seeks to find out how law and economics can cooperate in approaching deregulation, which is linked to employment guarantee. Enacting and revising labor laws have been about compromising the interests of employers and workers, and formulating consensus between the two. This paper approaches the issue of employment guarantee and deregulation not in terms of workers' and employers' interests, but from the perspective of a researcher, who studies how existing laws were made and are interpreted.
