초록
This paper conducted a survey among the residents of Kyongju city, South Korea on the role of scientists in the nuclear policy-making for locating conflict facilities such as radioactive waste sites and nuclear power plants. The purpose of this survey is to analyse the relationship between the general public and scientists in case of location conflicts. The scientists here refer to employees working at nuclear facilities, nuclear researchers and nuclear engineering degree holders. Survey results show that the local residents are willing to trust the scientists the most, while they perceive that the scientists might tend to pursue the interest of their organizations as well as individual academic performances, rather than providing the public with objective information. It means that there is a gap between expected and fulfilled roles of the scientists in terms of publicness and privateness. After explaining why the gap happens, this paper suggests that future tasks should be to promote public forum for more policy discourse and also to develop expert culture supporting free expression of different views on policy issues.
