인터넷은 사회를 긍정적으로 변화시켜왔지만 다른 한편, 역기능을 초래하고 있다. 인터넷 중독문제가 개인 차원의 문제를 넘어서 이미 사회문제로 확산되고 있으며 방치할 경우 자칫 생활 공동체를 위협할 수 있다. 이러한 문제인식의 바탕에서 본 논문은 지역차원에서 인터넷 중독문제에 대응하기 위한 거버넌스 구축방안을 모색하기 위해 시도되었다. 지금까지 인터넷 중독문제는 여타 사회문제들처럼 중앙정부 차원에서, 국가주도형으로 대응해 왔다. 하지만 중독문제가 범사회적 문제로 인식되고 전 방위로 확산되는 상황에서 인터넷 중독문제의 해소를 위한 효율적이며 체계적인 대응이 요구된다. 따라서 본 논문에서는 지역거버넌스의 바탕에서 지방협치욕구, 행위자의 범주, 행위자의 이해관계, 행위자간 상호작용, 지방정책의 결과 등의 요소로 분석틀을 구성하여 인터넷 중독해소를 위한 지역거버넌스의 가능성을 탐색하였다. 국가나 중앙정부 주도에서 벗어나 지방정부와 시민사회의 역할과 협력체계를 중심으로 인터넷 중독해소를 위한 정책방안을 제시하고자 한다.
Abstract
The purpose of this paper is not to know the influence of the internet addicition status but to explore the solution and prevention on the internet addicition in local governance level. The desirable governance is analyzed in terms of desire of local regime, range of actors, actors interest, interaction of actors, and policy outcome. And this paper construct a framework through the elements of local cooperation needs values, the category of actors, the interests of actors, the interaction between behavior and the result of local policies on the basis of local governance and inquiry the possibility of local governance for overcoming the internet addiction. In this context, this paper suggests some policy implications for citizen participation in the local governance.
