본 연구는 미혼모자 시설 내 대안학교의 현황과 운영방안을 알아보기 위한 목적을 가진다. 2011년 9월-11월의 기간 동안 3곳의 대안학교 담당실무자 5인과 심층면접조사를 실시하였으며, 그 연구결과는 다음과 같다. 첫째, 미혼모의 학습권을 위한 대안학교의 출발점에는 여성가족부의 문제제기로 초기에는 적극적인 참여가 있었으나 실질적으로 대안학교의 운영과 관리는 교육과학기술부에서 하고 있다. 이로 인해서 예산관리와 집행 등이 명확하지 않았다. 둘째, 도와 교육청의 사업에 대한 의지는 있으나 반면에 일선 학교교사들의 협조는 매우 소극적이었다. 위탁생들의 학적관리 등도 학교마다 차별적이어서 학생 관리의 어려움이 있었다. 셋째, 대안학교의 입학조건이 원적학교에 재학 중이어야 하기 때문에 이미 자퇴한 미혼모들인 경우에는 입학자체가 불가능하였다. 또한 대안학교에 입학하는 과정에서 임신사실이 노출되는 것에 대한 미혼모와 부모들의 부담이 매우 컸다. 넷째, 학교와의 협력관계에서 교사들의 태도는 협조는 하지만 소극적이었으며, 좀 더 적극적인 행정조치를 요구할 때에는 무시되는 경우도 있어, 교육청의 협조가 없이는 미혼모자시설의 대안학교 차원에서 긴밀한 협력관계를 구축하기는 어려움이 있었다. 이러한 연구결과를 바탕으로 교육과학기술부가 대안학교의 운영과 관리에 대한 적극적인 책임을 가질 것과 대안학교입학기준의 완화, 미혼모자시설 내 인근학교를 원적학교로 지정하는 방안, 입양을 선택하는 10대들의 교육지속방안 등에 대한 정책과, 보건교사를 활용한 교사, 학생들에 대한 안내와 교사들의 인식개선 등을 제안하였다.
Abstract
The purpose of this study was to explore the issues on the alternative schools for adolescent mothers and seek meaningful findings for their betterment. Data were collected through in-depth interviews with 5 specialized staffs in 3 concerned alternative schools. The study results found using qualitative methodology were as follows. Firstly, the staff were confused as roles and responsibilities of departments concerned have not been clearly unified and set-up among the ministries involved. Secondly, the eligibility requirements for admission to alternative schools were found to be impractical and inapplicable. Adolescent mothers should be in school at the point of application to be eligible for alternative school, i.e., which is most unlikely because most of them drop out from school once they find out they are pregnant. In addition, in the process of referral from original school, often the fact that they were pregnant was disclosed and this caused mental distress to the applicants. Based on these results, a few suggestions can be pointed out. Preferentially, schools close to the institution needs to be assigned to manage the administrative tasks, as the mothers are reluctant to contact the original schools they attended. It will lighten the mental malaise imposed on mothers and promote the ease of concerned staffs’ service. And, above all, the right information about and needs of alternative schools and what they can offer in the community should be related to the teachers and students as it is a necessary step to embrace the young mothers in the society.
