Abstract
The cooperation and competition between China and the United States in the global climate governance concerns the future of all mankind. China also needs to protect national interests and safeguard national security through carbon power. Carbon power is defined as: A legally and progressively indirect institutional power held by the state, based on existing climate governance and carbon emissions regimes. China’s path to “carbon power” can be divided into four levels. At the domestic level, “carbon power” will be acquired and used through a radical new energy technology race with the United States. At the international level, efforts will be made to build a “carbon alliance” and actively expand overseas investment in key areas. In addition, in response to the pressure of “carbon justice” from the United States and western developed countries, China should prevent and defuse the political propaganda nature of “carbon justice” and implement sound environmental and energy policies. Finally, China should take the initiative to promote climate cooperation between China and the US, build its image as a responsible major country, and safeguard its “carbon power”.
