공적연금 연계제도에 관한 한·일 비교연구

Abstract

The purpose of this study is to identify the problem of the public pension system in Korea and Japan. At first, this study suggests ①the trend of reduction of the period of participation in the public pension and the problem analysis ②the present condition of the pension system and the linkage ③ the revision procedure of the pension system as a matter related to the operation of the public pension system. In addition, we conducted benchmarking on the total pension system, the sum system, and basic pension in Japan. Through field surveys and literature analysis, we clarified the contents of the Japanese total pension system, the sum system, and the unification of the pension. These efforts will lead to the elimination of public pension system's blind spots and suggest the ways to strengthen pension entitlements. At present, the linkage pension system in Korea is in its ninth year of implementation (August 2009). However, it is not effective since the system is based on discretionary subscription. Therefore, it is urgent to revitalize the linkage system (as of the end of June 2017, 10,171 applicants for linkage and 1,570 beneficiaries for linked benefit). In this study, we investigate the current status and problems of the pension system through the investigation of papers related to the pension system and look for the development of the public pension system including improvement of the public pension system.
