코로나19의 전파 네트워크에 근거한 강원도 시군의 방역권역 설정

코로나19와 같은 감염병이 발생하였을 때 효과적인 방역 활동을 위해서는 시군 간 연계협력 권역을 도출할 필요가 있다. 따라서 이 연구에서는 코로나19의 역학조사 데이터를 이용하여 코로나19의 시군 간의 전파 관계에 기반한방역권역을 파악하고자 한다. 분석 자료는 코로나19의 시군 간 전파 네트워크 데이터를 이용하였으며, 분석 방법으로는시군 간의 전파 네트워크 OD(Origin-Destination) 데이터로부터 권역(군집)을 도출하는 커뮤니티 발견법(community detection)을 적용하였다. 연구 지역은 강원도이고 분석 단위는 시군이다. 분석 결과 네트워크의 방향성 반영 여부에 따라 각각 3∼4개의 군집이 형성됨을 확인할 수 있었으며, 이러한 군집은 선행연구에서 도출한 기능지역과도 일정 부분 일치하는 경향을 보였다. 따라서 감염병에 대한 방역 활동은 시군이 독자적으로 수행하기보다는 코로나19를 통하여 군집이 형성된 시군 간 연계협력이 필요하다.
Abstract
When an infectious disease, such as coronavirus disease 2019 (COVID-19), occurs, it is necessary to develop a linkage and cooperation area between cities and counties for effective quarantine activities. To this end, this study used data from the epidemiological survey of COVID-19 to identify quarantine zones based on the transmission relationship between administrative regions. The analysis data used were the virus transmission network data between administrative districts for COVID-19. Community detection was applied to derive regions (clusters) from the transmission network OD (Origin-Destination) data between administrative districts. The study area was Gangwon-do, and the unit of analysis was the local government (Si/Gun). The analysis confirmed that 3 to 4 clusters were formed depending on whether the direction of the network was reflected. These clusters were also somewhat consistent with the functional regions identified in previous studies. Therefore, epidemic prevention activities should not be carried out by the basic local governments alone, but they should be coordinated among administrative regions that have formed clusters through COVID-19.
