본 연구는 서울특별시의 보행친화도시 조성을 위한 정책 시행 현황을 25개 자치구 단위로 분석하였다. ‘차없는 거리’, ‘보행환경개선지구’, ‘보행자우선도로’의 세 가지 주요 정책을 중심으로, 공간적 분포와 운영 실태를 파악하고 일부 지역에 대한 현장 답사를 통해 실제 보행환경의 여건을 확인하였다. 분석 결과, 보행 정책의 시행은 자치구별로 차이를 보였으며, 이는 지역의 물리적 조건, 교통 특성, 행정적 여건 등이 복합적으로 작용한 결과로 해석된다. 본 연구는 서울시 보행 정책의 현황을 체계적으로 정리하고, 향후 정책 수립 및 운영에 활용할 수 있는 기초자료를 제공하는 데 의의가 있다.
Abstract
This study analyzes the implementation status of pedestrian-friendly city policies in Seoul across its 25 autonomous districts (gu). Focusing on three major initiatives—car-free streets, pedestrian environment improvement districts, and pedestrian priority roads—the study examines the spatial distribution and operational status of each policy. In addition, field surveys were conducted in selected areas to assess the actual conditions of the pedestrian environment. The analysis reveals that policy implementation varies by district, influenced by a combination of physical conditions, traffic characteristics, and administrative capacity. This study systematically examines the current status of pedestrian policies in Seoul, providing a basis for future planning and policy development.
