북한의 열악한 인권상황 개선을 촉구하는 결의안이 2003년부터 매년 유엔인권위원회(2006년 이후 유엔인권이사회)에서 그리고, 2005년부터는 유엔총회에서 다수국가의 찬성으로 채택되고 있는 등, 취약한 북한인권상황은 한 개별국가의 문제를 넘어서 전 세계 국가가 관심을 가지는 국제문제가 되었다. 북한 인권상황의 국제문제화에 가장 큰 역할을 한 국가가 바로 미국이다. 미국은 북한인권개선을 위하여, 부시행정부 시기에 북한인권상황의 공개를 통한 여론조성전략과 북한주민 및 북한정부에 대한 개입전략으로 구성된 공세적인 북한인권문제 관여 메커니즘을 완성하였고, 이 메커니즘은 오바마 행정부시기에도 유지되고 있다. 이에 대하여 북한은 인권을 주권개념으로 설정하고, 역공, 강력한 내부통제 그리고,적극적인 외교전으로 요약되는 전면적 대응전략으로 맞서고 있다. 이러한, 미국의 북한인권문제 관여메커니즘은 최소한 2012년 현재까지, 북한인권개선에 전혀기여하지 못하고 있다. 그 이유는 이 메커니즘이 북한인권문제가 발생한 근본 원인인, 북미간의 대결에 따른 북한 내 군사독재체제 유지와 북한의 폐쇄정책에 따른 북한경제의 침체를 해결하지 못하고 있기 때문이다. 그러므로 6자회담의 틀을활용하여, 북한인권문제를 북한체제의 안전보장, 경제적 인센티브와 함께 다루어야 하고, 북한주민들의 인권개선을 위한 단계적 접근이 이루어져야 한다.
Abstract
The devastating North Korean human rights situation has become one of the most serious international problems beyond one country. To improve the North Korean human rights situation, during Georgy W Bush administration, U.S. created the engagement mechanism which was composed of two strategies, the announcement strategy and the intervention strategy. This engagement mechanism has lasted since Obama government started its term. To cope with the American aggressive intervention mechanism, the North Korean government has taken measures which are able to be summarized as the comprehensive response strategy. This strategy includes strong internal control and backfire to prevent its citizens form being affected from American propaganda. In addition, North Korean government has practiced more positive diplomatic activities than before to persuade other countries not to follow American intention.
