본 논문은 후기산업사회의 지식과 정보에 관한 개념, 정보체계와 현장지식의혼종 등 정보사회의 관련 개념들을 간략히 검토하고 북한의 정보화 담론에서 나타나는 단절적 도약의 발전론과 인민경제의 정보화에서 나타나는 차이를 살펴본다. 그럼으로써 북한의 정보화 정책이 담론화하는 돌파나 도약의 행위자가 관리와 보강을 위한 인프라적 개입의 도구임을 논한다. 북한의 정보화는 권력의 인프라적 행사라는 ‘환경개입’을 통해 손실된 국가능력을 보완하려는 시도이다. 정보화 정책은 ‘정보체계’와 ‘현장경험’의 혼종을 통해 작동하며 이러한 혼종이 국가정책에 복무하는 역량으로 발현될 수 있도록 안정화하려는 시도라고 할 수 있다. 이러한 혼종과 안정화 사이의 ‘틈새’에서 나타나는 부분적 혁신은 창조적 모방의역량을 키워가면서 북한만의 독자적인 탈추격 발전의 길을 마련할 수도 있다. 그러나 동시에 장기간에 걸친 대북제제와 국산화 정책에 따른 내부 수요 맞춤 생산체제는 북한경제 내에서만 통용되는 갈라파고스적 경제를 고착화시킬 우려가 있으며, 이는 원료 국산화에 의한 무분별한 설비 개조의 물질-기술적 인벌루션의심화로도 빠져들 가능성이 있다.
Abstract
This paper briefly reviews relevant concepts of the information society, such as the concepts of knowledge and information in late industrial societies and the conflation of information systems and field knowledge, and examines the difference between the discourse of breakthroughs and leaps in North Korea’s informatization discourse and the informatization of the people’s economy. It then argues that the actors of breakthroughs and leaps that North Korea’s informatization policies discourse are instruments of infrastructural intervention for management and reinforcement. North Korea’s informatization is an attempt to compensate for lost state capabilities through ‘environmental intervention’, the infrastructural exercise of power. Informatization policy operates through a hybridization of ‘information systems’ and ‘field experience’ and can be said to be an attempt to stabilize this hybridization so that it can be manifested as capabilities in service of state policy. The partial innovations that emerge in the “gap” between this hybridization and stabilization may foster the capacity for creative imitation and pave the way for North Korea’s own breakaway development. At the same time, however, the production system tailored to internal demand under prolonged sanctions and localization policies may lead to a Galapagos-style economy that is unique to the North Korean economy, which may also slip into a material and technological evolution of indiscriminate equipment modification by localizing raw materials.
