장애아동의 놀 권리에 대한 역량적 접근: 놀이계획에 대한 의사결정 과정 분석을 중심으로

본 연구는 장애아동의 놀 권리의 선택과 기회가 충분히 보장되고 있는지 역량 접근법으로 살펴보는 데 목적이 있다. 이를 위해 장애아동의 부모 10인에게 개별 심층인터뷰를 진행하였으며, 놀이계획에 대한 의사결정과정의 7가지 단계에 기반한 분석틀을 사용하여 연역적 주제분석(framework analysis)을 실시하였다. 분석결과, 의사결정의 각 단계별로 7가지 주요 주제가 도출되었다. 이는 1) 결정사항에 대한 식별: 낮은 목표치와 한정된 놀이로 인한 경험 중심의 결정, 2) 정보수집: 장애아동의 놀이에 대한 부족한 정보, 3) 대안 식별: 기존의 대안에 대한 묵살과 갈수록 협소해지는 대안, 4) 증거에 대한 검토: 상상할 수 없는 상황, 5) 대안 중에서의 선택: 협소한 부차적 대안과 상황의 유연성 부족, 6) 행동하기: 행동 대신 포기하기, 7) 결정 및 결과 검토: 낮은 목표치지만 그마저도 이루지 못한 것이다. 본 연구의 결과는 장애아동과 부모는 놀이계획을 세울 때부터 놀이에 대한 목표치를 상당히 낮게 잡을 뿐 아니라 의사결정과정에서 매우 한정적인 선택을 하며, 행동 대신에 포기한다는 점을 보여준다. 이에 본 연구에서는 편의제도의 개선, 다양한 장애유형에 적합한 편의시설 제공, 장애아동의 놀이에 대한 다양한 정보 제공과 사회적 인식 개선, 놀이기구 이용 제한 완화에 대한 제언을 하였다.
Abstract
This study examines whether the right to play of children with disabilities is guaranteed through a capability approach. We conducted interviews with 10 parents of children with disabilities and analyzed them using a framework analysis method. Seven major themes emerged for each stage of the decision-making process. The results show that children with disabilities and their parents set low goals for play, made limited choices in play decision-making, and gave up instead of taking action. Based on these findings, the study recommends improving the convenience system, providing various information and convenience facilities suitable for different types of disabilities, enhancing social awareness, and easing restrictions on the use of rides.
