문화요인이 군사분쟁에 미치는 영향에 관한 연구: 문명충돌론의 주장을 중심으로

초록

본 연구는 상이한 문명 간 군사충돌 확대에 대한 헌팅턴의 이론적 논의를 계량적으로 검증하는 것을 목적으로 한다. 본 연구는 1945년부터 2001년까지 국가 간 발생하였던 군사충돌을 군사분쟁과 군사위기로 구분하여, 그 발발의 한 요인으로 문명, 종교, 인종, 언어로 대표되는 문화변수의 중요성을 강조하며 경험적으로 분석하였다. 본 연구의 분석결과는 국가 간 군사충돌 발발이 문명, 문화적 이질성에 기인한다는 헌팅턴의 문명충돌론 주장이 계량적으로 검증되지 않음을 보여준다. 국가 간 낮은 수준의 군사충돌인 군사분쟁과 높은 수준의 군사위기 발발과 관련하여, 상이한 문명 간 군사충돌 확대의 경향성은 헌팅턴의 주장과는 달리 검증되지 않으며 이러한 결과물은 냉전기와 탈냉전기 표본에서 유사하게 증거되고 있다. 또한, 본 연구는 다양한 군사분쟁, 군사위기 모델 간 비교분석의 결과, 문화요인과 군사충돌의 인과성을 고려한 본 연구의 분석모델이 기존연구에서 활용되었던 현실주의, 자유주의 시각 중심의 분쟁모델의 설명력(혹은, 군사분쟁 설명력)을 확대하는 결과물을 제공하고 있다. 변수 간 설명력의 비교분석 결과도 군사분쟁의 설명을 위해 본 연구에서 활용된 문화변수가 기존 현실주의, 자유주의 변수의 설명력에 근접하거나(예, 현실주의의 동맹관계, 자유주의의 공유된 민주주의), 오히려 능가하는(예, 세력균형, 경제적 상호의존) 결과물을 제공하고 있다. 학문적 연구에서 기존연구와의 비교를 강조하는 관점에서, 본 연구는 국가 간 군사분쟁 원인에 대한 기존의 계량연구를 발전, 보완하는 학문적 성과를 제공하고 있다.

Abstract

The purpose of this paper is to empirically examine the effects of cultural factors on the likelihood of militarized disputes and crises. Using data from 1945-2001 and empirical methods with samples from the international system, this study finds that there is no empirical evidence of Huntington’s argument for the “clash of civilizations.” Cultural factors such as civilizational, religious, ethnic, and linguistic similarities among states in fact cause militarized disputes and crises. The evidence from the information criteria measures and nonparametric model discrimination statistics also shows that conflict models with cultural factors as an important determinant of military conflict statistically outperform or have greater explanatory power than models examined in previous studies on the topic. This study also finds that the impact of cultural factors on militarized conflicts is quite sizable compared to that of the determinants of realism and liberalism examined in previous empirical studies, and that the evidence from this study is applicable to both the international system and the Asian region both during and after the Cold War era.
