Abstract

The preliminary budget review for disaster management and safety is a mechanism requiring heads of local governments to review investment priorities for disaster and safety management projects before budget allocation. This review considers aspects such as implementation performance, project outcomes, and the necessity of future projects, and must be approved by the Safety Management Committee. This system has been in effect since December 2020. Its purpose is to reflect regional safety values in local government budgets, minimize blind spots, and allocate resources effectively. Given that the system has been in place for less than four years, existing research on the topic remains highly limited. Furthermore, prior studies primarily discuss the necessity and effectiveness of the system at a theoretical level. This study focuses on prioritizing budget investments for the capital city of Seoul, while presenting detailed and systematic criteria for decision-making during the process. The research aims to contribute to enhancing the system’s effectiveness. The specific research objectives are as follows: First, to identify key investment directions for Seoul’s disaster safety budget by integrating data on disaster impacts, future disaster trends, policy environments, and stakeholder feedback. Second, to establish detailed criteria for prioritizing safety budget investments by disaster type in Seoul. Finally, to propose policy recommendations for the implementation of the Disaster Safety Budget Pre-Review System in Seoul.
