Abstract
This research article review recent publications on the Trump presidency. The new facts revealed in the new memoirs and interviews of Trump administration officials indicate that our previous understanding of Trump’s Maximum Pressure and Engagement is probably incorrect. The new facts show that Trump administration contacted and deeply engaged North Korea before the announcement of the historic Trump-Kim summit in Singapore. So, the criticism that the Trump administration lacked enough engagement with North Korea is misleading. The Trump administration employed both pressure and engagement in dealing with North Korea even during the year of 2017. The Trump-Kim summit is not the result of coercive diplomacy as many believe. Rather, it is the result of secret negotiation between the U.S. and North Korea. Another important finding is that North Korea policies were not unilaterally determined by Trump. The wide-spread impression that Trump called the shot all the time is simply wrong. The high-ranked government officials like Jim Mattis, Herbert McMaster, Mark Esper wield clouts on the U.S. policies on North Korea. In many cases, Secretary Mattis block Trump to go too far in pressuring North Korea with his military expertise and intel from CIA. In general, the decision making process in the Trump administration did not depart from the tradition of U.S. foreign policy making process. The bureaucrats influenced on the final results of North Korea policies by persuading the president and arguing with each other. Last but the least, the Trump administration’s behavior in negotiation with North Korea is pretty squarely explained by the distributive model of bargaining, which is the standard model in negotiation. The distributive model predicts that one’s behavior in negotiation is determined by perceived BATNA, the best choice available on one’s hand. Trump had switched his attitudes toward North Korea a couple of time and these changes are nicely explained by what is perceived the BATNA by Trump. Whenever he changed his behavior, we can find a good reason to believe that his BATNA was changed too. So, his flip-flop toward North Korea is not randomly determined by his caprice but by his rational calculation of what is the best option for him.
