Abstract
With the Act on Safeguarding and Promotion of Intangible Cultural Heritage newly in effectin 2016, many changes have been made and more are to come in the future. The changes inthe new law can be categorized into four: change in the criteria for designation, expansionin the subjects of designation, institutional changes, and expansion in promotion measures. This article discusses the criteria for designating intangible cultural elements and theexpansion of the subjects of designation, with the areas of discussion limited to elementsin the music field such as folk songs and nongak (farmers’ performance). It further attemptsto organize research methodology for nation-wide research (Comprehensive Survey of theKorean Intangible Heritage). The following is a brief summary of the discussions. Firstly, change in the criteria for designating national intangible cultural heritage andsubsequent changes in the type of musical intangible cultural elements to be designated areexamined. The focus of discussion is placed on how to set “archetype” that is presented toavoid archetype-ism. Archetype is an ideal orientation for transmission that scholars shouldestablish. Therefore, what is most valuable in each field should be sought in considerationof the reality. Secondly, expansion in the subjects of designation and measures for categorizing musicrelatedintangible cultural elements are examined. The core of discussion is that thecategorization for designation should not be based on genre, due to the possibility ofredundancy. In order to overcome this issue, a proposal that acknowledges the possibilityof redundancy is suggested. This kind of categorization should be open in order to allowvarious combination. Thirdly, based on the reality of intangible culture, what kind of research is needed wasexamined. Certainly, realistic limitations should be taken into account and researchshould be carried out under the current circumstances. Considering the above-mentioned suggestions for categorization and criteria, a systematic approach is needed. In other words, whatever the academic field is, it is necessary to comprehensively apply the criteria for designation in order to identify the overall territory of intangible cultural elements. Fourthly, field study in folk songs and nongak should take care of both songs and performances as well as people such as town community and individuals. When there are no sufficient individuals to transmit folk songs or nongak, songs that are sporadically found should be combined with a larger local community in order to have meaning. On the other hand, when the state of transmission is stable, field study should be conducted on town community and individuals in order to find the culture shared among the town community and to understand the entailed folk songs and nongak. A decision should be made regarding whether to look performance art as the core element or traditional knowledge as the core element.
