Abstract

The Bank of Korea formulated a review of technical and legal requirements for issuing central bank digital currency(CBDC) to counter changes in the international financial environment, and is speeding up its review of technology for pilot testing. However, CBDC is a fundamental new monetary system, not a technological advance in existing central bank services, resulting in financial and systemic risks for both regulators and participants in currency, credit and settlement systems. Another problem is that the advantages and disadvantages of CBDC have not been verified compared to contemporary currency in the absence of a clear consensus on the nature of CBDC and the type of issue. In addition, the process of identifying the potential impact of the introduction of CBDC on existing monetary and credit systems is paramount and essential. The ongoing CBDC-related research in each country is being conducted with proof of concept of technology, functional reviews such as domestic inter-bank payments, securities payments or simultaneous foreign exchange payments, and tests similar to the actual environment. Such research is also conducted under the leadership of central banks of each country, involving international organizations such as the International Monetary Fund(IMF), and few private-sector studies. In addition, the lack of proven research can be understood as a lack of proven research being planned in limited areas such as pilot operation for forecasting demand and technical review by users or consumers. In this study, we estimated the premium that users will pay in addition to the CBDC they own to cash in CBDC. If these estimates are deducted from the cash amount, they will become the value of the CBDC that customers feel, which will look at the direction of the central bank’s CBDC research and promotion strategy and the potential for future adoption. Studies estimated using conditional valuation techniques across the country for 1,000 respondents showed that a premium of 1.07% per household (the lowest value of the median from the lowest amount of 95% confidence level) must be paid to exchange for cash currently used. The balance of the M1 in the 2019 consultation is 876.9 trillion won, and 1.07 percent of the total is 9.38 trillion won. CBDC is recognized as a replacement for existing currencies and as a complementary good. Financial transactions that correspond to users’ important personal information stored in centralized ledger, where information on all financial transactions was stored in distributed ledger, can be concentrated in financial regulators, and if anonymity is guaranteed for a certain amount or less in a way that complements them, financial crimes such as money laundering and tax evasion using them will occur. We also need to take measures to solve two problems: concentration of information and acceptance of financial crimes. In addition, respondents and households added characteristic variables to examine their impact on premium willingness to pay, which is an additional cost in exchanging cash for CBDC. Estimated results showed that people with higher education, higher income, and more frequent use of gift certificates were more likely to pay a premium and exchange it.
