본 연구에서는 고용노동부와 한국고용정보원이 수집한 추경 재정지원 일자리사업 참여자 자료와 고용보험 자료를 연결하여 구축한 자료를 활용하여 코로나19 시기에서의 중소기업지원 정책 중 하나인 고용장려금 일자리사업의 참여자의 고용유지 및 고용창출 효과에 대한 실증분석을 실시하였다. 연구결과를 기초로 정책적 시사점을 제시하면 다음과 같다. 첫째, 고용위기에 효과적으로 대응하기 위해서는 위기 국면(단계)별로 차별화된 ALMP 조합(정책 포트폴리오)이 마련, 시행되어야 하고, 둘째, 추경 일자리사업의 지원은 고용위기의 충격이 심각한 취약계층에 집중되어야 하며, 셋째, 위기 발생시 고용노동 담당 부처가 노동시장 정책을 전담하는 추진체계와 거버넌스가 구축되어야 하며, 넷째, 일자리사업의 설계·추진에서 미래의 산업구조 개편과 현재 업종별 인력수급 상황이 고려되어야 한다.
Abstract
In this study, an empirical analysis was conducted on the employment maintenance and job creation effects of participants in the employment incentive job project during the COVID-19 period using data collected by the Ministry of Employment and Labor and the Korea Employment Information Service. Policy implications based on the research results are as follows. First, differentiated ALMP(policy portfolios) should be established and implemented in each crisis phase (stage), second, support for extra jobs should be focused on the vulnerable, and third, a promotion system and governance for labor market policies should be established. Fourth, in the design and promotion of job projects, the future industrial structure reform and the current manpower supply and demand situation by industry should be considered.
