본 연구는 1995~2019년에 대해 22개 OECD 국가로 구성된 불균형패널 자료를 구축하여, 10대 분야별 재정지출 비중 변화가 생산, 고용, 생산성 등 주요 거시경제 변수에 미친 영향을 실증분석하였다. 실증분석 결과, 생산 측면에서는 보건 분야 재정지출 비중이 1%p 늘어날 때 실질GDP가 1.5% 증가하고 사회보호 분야의 재정지출이 1%p 증가할 때 실질GDP는 2.1% 감소하였다. 고용 측면에서는 일반공공행정, 공공질서･안전, 경제업무 분야의 재정지출 비중이 1%p 증가할 때 고용률은 0.64%p, 2.53%p, 0.14%p 감소하는 것으로 나타났다. 생산성 측면에서는 경제업무와 보건 분야의 재정지출 비중이 1%p 증가할 때 노동생산성(실질GDP/취업자 수)은 각각 0.2%, 2.0% 증가하였다.
Abstract
This study empirically examines the effects of government expenditure by function in 10 major sectors on key macroeconomic variables such as production, employment, and productivity using unbalanced panel data consisting of 22 OECD countries from 1995 to 2019. According to the empirical analysis, regarding the production aspect, when the government expenditure share in the health sector increases by 1%p, real GDP increases by 1.5%, while an increase of 1%p in government expenditure share in the social protection sector leads to a decrease of 2.1% in real GDP. From an employment perspective, when the government expenditure share in general public services, public order and safety, and economic affairs sectors increases by 1%p, the employment rate decreases by 0.64%p, 2.53%p, and 0.14%p, respectively. In terms of productivity, when the government expenditure shares in economic affairs and health sectors increase by 1%p, labor productivity (real GDP/number of employees) increases by 0.2% and 2.0%, respectively.
