해외 사례에 비추어 본 국내 ICT 리터러시 수준 측정 개선 방안

21세기에 학습자가 갖추어야 할 역량중의 하나로 ICT를 효과적으로 활용할 수 있는 능력을 손꼽고 있다. 이에 국내에서도 학생들의 ICT 활용능력을 평가하기 위한 ICT 리터러시 수준 측정 연구를 매년 수행해 오고 있다. 해외에서 ICT 리터러시 측정 연구로는 IEA의 ICILS, ETS의 ICT 리터러시 평가 등 여러 국제기구와 각 나라의 교육기관에서 다양하게 이루어지고 있다. 특히 IEA의 ICILS는 2013년부터 우리나라도 참여하기 시작하여 많은 관심을 모으고 있다. 이에 본 논문에서는 ICILS와 ICT 리터러시 평가를 세부적으로 고찰하고 우리나라 ICT 리터러시 연구의 현황을 분석하여 개선해야 할 점들을 제안하였다. 본 논문을 통해 제안된 내용은 추후 국내의 ICT 리터러시 연구를 보다 효과적으로 수행하는데 도움이 될 것으로 기대한다.
Abstract
One of the competencies that learners need to have in the 21st century is their ability to use ICT effectively. In Korea, ICT literacy level research has been conducted every year to evaluate students' ability to use ICT. International research on ICT literacy has been conducted in a variety of international organizations and educational institutions in various countries, including International Computer and Information Literacy Study (ICILS) by the International Association for the Evaluation of Educational Achievement (IEA) and ICT literacy evaluation by the Educational Testing Service (ETS). In particular, ICILS has started to participate in Korea since 2013 and attracts much attention. In this paper, ICLIC and ICT Literacy Measurement Case are checked up. Also, the status of ICT Literacy Measurement study in Korea is analyzed. And a direction of improvement for ICT Literacy Measurement study based on analysis of oversea case is proposed. A direction of improvement for ICT Literacy Measurement study proposed in this paper is expected to help the next ICT Literacy Measurement study in Korea.
