Abstract

This study examined how Korean and Taiwanese societies have transitioned into multicultural societies, the current status of foreign residents, and how multicultural policies have been developed and implemented through a review of related literature. South Korea and Taiwan had similar economic growth, social backgrounds, and processes of foreign inflow. Korea's multicultural support policies largely consisted of the Ministry of Justice's <Master Plan for Immigration policy> and the Ministry of Gender Equality and Family's <Multicultural family support policy>, with some overlapping areas in the social integration of migrants. In Taiwan, foreign nationals who immigrated due to marriage are referred to as 'New Immigrants(新住民)', and policies for them include the Ministry of the Interior's Implementation Plan for the<Foreign Spouses' Life Adaptation Assistance <新住民照顧服措施> and the <whole National New Immigrants Torch Project<全國新住 民火炬計畫> led by the Ministry of the Interior and the Ministry of Education. In July 2024, Taiwan established the 'New Immigrants Basic Act' as a higher-level legislation to strengthen the rights and interests of new immigrants. Taiwan efficiently implements New immigrants support through close cooperation between government agencies, local governments, private organizations, and communities. Since 2003, a large-scale national survey of new immigrants has been conducted every five years to assess the status of support policies and understand the perceptions and present conditions of new immigrants, serving as the foundation for future support policy. In Korea, while immigrant support is coordinated through inter-agency collaboration, there have been limitations in cooperation between local governments, communities, and private organizations. To bridge the gap between legislation and reality, it is necessary to strengthen the collaboration between government agencies, local governments, and communities in Korea. Through these efforts, it is hoped that immigrants will grow to become key members of Korean society.
