지식재산 인력의 국가직무능력표준(NCS) 직업기초능력에 대한 교육요구도 분석

이 연구는 지식재산 인재 양성을 위해 NCS 직업기초능력에 대한 산업현장에서의 중요도와 현재 능력을 조사하고, 집단(성, 인력 유형, 업무 경력)별유의한 차이 여부와 교육요구도를 분석하였다. 연구 방법은 특허청 국제지식재산연수원에서 지식재산 교육과정을 이수한 수강생을 대상으로 설문조사를 실시하였으며, 연구의 결과 및 결론은 다음과 같다. 첫째, 직업기초능력은 산업현장에서의 중요도와 현재 능력이 성별, 인력유형에 따라 유의한 차이가 있는 것으로 나타났지만, 업무 경력에 따라서는유의한 차이가 나타나지 않았다. 둘째, 교육요구도는 직업기초능력 10개 모두가 0.0 이상으로 분석되어 이를 위한 교육적 접근과 교육훈련이 현재 수준보다 더 증가될 필요가 있는 것으로 분석되었다. 따라서 지식재산 분야의 직업세계가 전담인력, 겸임인력, 지원(보조)인력등으로 다양하게 존재하는 특수성을 고려할 때, 직업기초능력은 지식재산내용지식과 함께 관련 직무수행 성과 창출에 있어 중요하게 고려해야 할 요소임을 알 수 있다. 이를 위하여 지식재산교육은 지식재산의 내용지식에 대한 교육뿐만 아니라 직업기초능력을 위한 교육까지 확대해야 한다. 직업기초능력교육은 인력 유형과 성별을 고려한 수요자 중심의 지식재산 내용지식과 연계한 프로그램 및 독립된 프로그램의 개발과 운영이 시급히 이루어져야 한다.
Abstract
This study surveyed, for training intellectual property personnel, importance and perceived competency level of core competencies in the industrial field, and analyzed the significant difference and educational need of each group (sex, type of personnel, job career). This study conducted a survey targeting trainees who completed intellectual property course at IIPTI of the Korean Intellectual Property Office, and the results and conclusion of the survey are as follows: First, for core competencies, importance and perceived competency level of core competencies in the industrial field showed a significant difference according to sex and type of personnel, except to job career. Second, for educational need, a total of ten core competencies are all above 0.0, so the level of educational approach and training is required to go up. Therefore, intellectual property education needs to be expanded to core competencies as well as content knowledge. Accordingly, for core competencies education, it is urgent to develop and operate an independent program and some programs connected to user-centered intellectual property content knowledge in consideration of type of personnel and sex.
