Abstract

This study examines support strategies across the warning‑to‑action continuum for disaster‑vulnerable older adults. We conducted a survey of 200 Busan residents aged 70+ and contextual interviews with older adults, social workers, and public officials. Findings show widespread difficulty interpreting disaster information and a marked gap between evacuation knowledge and execution; reliance on family during response was salient, while linkage to public support was weak. Preferred delivery modes were mobile text alerts(38.0%) and disaster broadcasts(34.5%); over half of evacuation aid came from family. We derive design requirements for an integrated disaster‑response mobile app—multi‑channel alerts/guidance, public–private–household handoffs, local risk‑data integration, and age‑friendly accessibility—offering an evidence‑based framework to advance warning‑to‑action transitions.
