Abstract

Transition to multi-cultural society and a low birth rate are considered significant demographic issues in South Korea. In this respect, the current study reviews police-minority relations and confliction in America in order to derive practical implications on South Korea police which is facing multi-cultural law enforcement environments. The ultimate source of police-minority conflicts is known to discriminatory law enforcement. In particular, over-enforcement and under-protection of police for racial/ethnic minorities facilitate them to adopt violent subcultures. To enhance the relations, the U.S. police have hired racial and ethnic minorities and adopted community policing for minority neighborhoods. Given the review, the current study suggests several plans for efficient policing in multi-cultural societies: enhancing victim support for foreigners and immigrants, proposing community policing for minority communities, adopting equipments for police accountability, and hiring employees from minority populations.
